Paint is where a repair is judged. A panel that is the right shape but the wrong shade is still a visible repair, so matching and blending is most of the work.
Photos are good for scoping visible damage — which panels are involved, roughly how bad it is, and what the repair is likely to include. They are not a substitute for putting the vehicle on a lift.
What a photo cannot show is what is behind the panel. That is the single biggest reason a preliminary range moves once we see a car in person, and it is why we quote a range rather than a figure.
A photo review also cannot tell you whether your vehicle is safe to drive. If you are not sure, do not drive it — call us and we will talk it through.
